ICMR-NIN lists 1 puff at about 200 kcal among its approximate values for common snacks, with no weight and no recipe attached. A vegetable puff, or veg patties as many bakeries call it, is a square or triangle of layered pastry folded over a spiced filling. It is eaten the way fried snacks are, hot with tea, but it is baked in an oven and not fried in a kadhai, so this set lists it with rolls and noodles instead. Bakeries cut their pastry to different sizes, so the same name covers small tea-time puffs and large ones that fill the hand.

Although no oil touches it in a kadhai, a puff is rich in fat. Puff pastry is made by folding a slab of fat, usually margarine, bakery shortening or butter, into a refined-flour dough again and again, so that it bakes into dozens of thin, crisp layers. That folded-in fat does the job that frying oil does in a samosa. The filling is the lighter part: typically potato, peas, carrot and onion cooked with spices. So the energy of a vegetable puff comes mainly from the pastry, the flour and the fat layered through it, and only modestly from the vegetables.

    The guideline does not give a weight. A bigger square means more pastry, and pastry is where most of the energy is. Half a puff is about 100 kcal; two puffs are about 400 kcal.

    How much fat is folded in

    Recipes differ in how much fat is layered into the dough. A very flaky, rich pastry that leaves the fingers greasy holds more than a drier, breadier one. This cannot be seen from the outside, which is one reason an approximate figure is the most that can be offered.

    A vegetable filling of potato and peas is modest. Paneer, egg, chicken and cheese fillings each change the total, and the guideline's 200 kcal is not meant to cover them. The ratio matters as well: a thin smear of filling means the puff is nearly all pastry.

    A puff is usually eaten with tomato ketchup and a cup of sweet tea or a soft drink. Ketchup contains sugar, and the drink may carry more energy than expected. Neither is part of the figure.
