Food Science & FSSAI and Public Health Nutrition both concern food beyond the individual diet, but they serve different working lives. How the two courses really differ
The split is between product and population. Food Science & FSSAI follows a food product: what it is made of, why it spoils, how preservation, additives and packaging keep it stable, how it should be handled and stored, and what must appear on its label. It explains the role of the food regulator and what a small food enterprise in India has to comply with, and finishes with basic quality control. The learner it has in mind owns or works in a food business.
Public Health Nutrition follows a group of people. It teaches how to measure a community's nutritional status with anthropometry and dietary surveys, how POSHAN Abhiyaan, ICDS and the Mid-Day Meal Programme work, and what lies behind undernutrition, anaemia and micronutrient deficiencies. The practical core is planning an intervention for a workplace, village or school, costing it, delivering it, then monitoring it and reporting to funders or partners. The learner it has in mind works in an NGO, a community role or health education.
They sit at different levels. Food Science & FSSAI is foundation level and open to beginners. Public Health Nutrition is intermediate and is easier for those who have studied nutrition, dietetics or home science, or who work in a health field. A limit applies to each. Food Science & FSSAI explains compliance but does not carry out a business's registration, which is a separate official process. Public Health Nutrition handles deficiencies through prevention and education across a community; the care of any single person with anaemia or malnutrition belongs to a doctor and the health services.

Where the two overlap
Very little is shared. Each course has a public-facing side: Food Science & FSSAI explains the regulator's requirements for food businesses, and Public Health Nutrition explains how national nutrition schemes work and who they reach. Each produces a practical document, a compliant label in one case and a costed intervention plan in the other, and each lists nutrition students among its audience. There is no shared topic, though, so a learner who takes both will not hear the same material twice.
Taking both, and in which order
It is unusual to need both, because they prepare for different kinds of work. The exception is someone whose community project also handles food, such as a kitchen feeding a school or a group producing food for sale; there, safe handling and labelling knowledge supports the programme. In that case start with Food Science & FSSAI, the gentler entry, and take Public Health Nutrition afterwards. Otherwise choose the single course that matches your job.
The short answer

Is Public Health Nutrition as suitable for a beginner as Food Science & FSSAI?
Less so. Food Science & FSSAI is foundation level with no prior experience needed. Public Health Nutrition is intermediate: it suits people with earlier study in a nutrition or health subject, home science included, and people already working in a community setting. Its course page suggests that complete beginners start with a foundation course first.
Does Public Health Nutrition teach food safety for community kitchens?
Its topic list includes nothing on food safety. It covers community assessment, national schemes, undernutrition and deficiencies, intervention design, nutrition education, and monitoring and evaluation. Safe handling, storage, hygiene and the prevention of contamination are taught in Food Science & FSSAI.
Does either course give official registration or a post in a public programme?
No. Food Science & FSSAI teaches compliance, while registration is a separate official process. Public Health Nutrition gives working knowledge for community roles, but eligibility for any post is decided by the employer.
